Mueller’s report was delivered to Barr on March 22 and two days later, the Attorney General sent a four-page summary to members of Congress. In the summary, Barr wrote that the investigation “did not find that Trump campaign or anyone associated with it conspired or coordinated with Russia in its efforts to influence the 2016 U.S. presidential election.”

Barr wrote in his letter that the Special Counsel did not come to a conclusion one way or the other on whether the president committed obstruction of justice. However, Barr and Deputy Attorney General Rod Rosenstein concluded that the evidence is not sufficient to establish that the president committed obstruction of justice, the letter says.
