According<br \/>\nto the United Nations High Commissioner for Refugees (UNHCR), 68.5 million<br \/>\npeople worldwide were forcibly displaced from their countries and in Latin America<br \/>\nthe total of persons of interest for UNHCR was 8.826.832<br \/>\npeople by the end of last year.<\/p>\n<p>The dynamics of displacement are not<br \/>\nnew to the region. For decades, the continent has witnessed how we Latin Americans<br \/>\nhave been forced to leave our homes in order to save our lives and those of our<br \/>\nfamilies. However, ongoing displacement dynamics -such as migratory and refugee<br \/>\nflows from Central America\u2019s Northern Triangle- have increased in strength.<br \/>\nMany Hondurans, Salvadorans and Guatemalans are risking their lives and safety<br \/>\nto embark on a trip through Mexico and cross the border to the United States in<br \/>\norder to flee poverty, lack of economic opportunities, and high levels of<br \/>\nviolence.<\/p>\n<p>Latin America is experiencing new dynamics of forced displacement, many of which have developed at unprecedented speeds.<\/p>\n<p>On the other hand, the region is<br \/>\nexperiencing new dynamics of forced displacement, many of which have developed<br \/>\nat unprecedented speeds. In the last two years, we have witnessed a massive<br \/>\noutpouring of Venezuelan nationals who have been forced to leave their country<br \/>\ndue to a breakdown in the rule of law, ongoing acts of State-sanctioned<br \/>\nrepression and violence, serious restrictions on freedom of expression, as well<br \/>\nas food and medicinal shortages.<\/p>\n<p>Likewise, a large number of<br \/>\nNicaraguan nationals have been forced to flee as a result of the large number<br \/>\nof human rights violations that have taken place since the beginning of 2018 in<br \/>\nthe wake of Nicaragua\u00b4s repression of social protests. \u00a0<\/p>\n<p>In light of this, last week, former United Nations Secretary-General Ban Ki-Moon narrated his<br \/>\nown experience of displacement<br \/>\nas a refugee to the New York Times and identified the global refugee crisis as<br \/>\n&quot;a true test to our collective conscience&quot;. He believes the world is<br \/>\nexperiencing a crisis of solidarity towards those forced to leave their homes.<\/p>\n<p>The crisis is also evident in the creation of militarized borders, the criminalization of migration, the neglect of the most vulnerable, the separation of families and in the segregation and mistreatment of migrants and refugees.<\/p>\n<p>In our region, this crisis is<br \/>\nevident in the reluctance by many states to implement inclusive refugee<br \/>\ninternational standards and in restrictive migratory policies, which have<br \/>\nproven to be unable to stop the movement of people and forced them to opt for<br \/>\nroutes that increase their vulnerability. The crisis is evident in the mass<br \/>\ndeportations of migrants and refugees from some countries, in the xenophobia<br \/>\nthat has crept its way into political agendas and public discourse, turning it<br \/>\ninto part of our everyday life, in the creation of militarized borders, the<br \/>\ncriminalization of migration, the neglect of the most vulnerable, the<br \/>\nseparation of families and in the segregation and mistreatment of migrants and<br \/>\nrefugees.<\/p>\n<p>Although migrants and refugees in<br \/>\nLatin America have encountered great generosity both in transit and in their<br \/>\nfinal destinations, violence and an overall lack of access to rights remains a<br \/>\nserious concern. From the attacks on Venezuelan migrants and<br \/>\nrefugees in Brazil, the xenophobic rallies against Nicaraguan migrants<br \/>\nand refugees held in Costa Rica, the massive deportations in Mexico and the possibility<br \/>\nthat Mexico will accept U.S.\u2019 funds to carry out more<br \/>\ndeportations,<br \/>\nthese are just some examples of the serious human rights violations that are<br \/>\nbeing carried out against migrants and refugees in Latin America.<\/p>\n<p>It is unfortunate, because this is<br \/>\nthe same Latin America that gathered in Colombia over 30 years ago to enact the<br \/>\nCartagena Declaration on Refugees of 1984, where countries agreed to expand the<br \/>\ndefinition of refugee, a definition that responds to the current forced<br \/>\ndisplacement dynamics in Latin America.<\/p>\n<p>It is also the same Latin America that<br \/>\nhas a long tradition of asylum, clear Inter-American standards of protection<br \/>\nregarding the right to seek and receive asylum. The same Latin America that has<br \/>\ndemonstrated its political will to deepen the recognition of rights for migrant<br \/>\nand refugee populations by subscribing multiple regional treaties in the<br \/>\nsubject.<\/p>\n<p>The protection standards for the region abound, what is needed is a true will to use international law in responding to the migratory and refugee flows in order to assure them human dignity.<\/p>\n<p>However, today some of the very same<br \/>\nStates that promoted an ampler definition of the term \u201crefugee\u201d are refusing to<br \/>\napply it to those persons with an unquestionable need for international protection.<br \/>\nIt is clear that the protection standards for the region abound, what is needed<br \/>\nis a true will to use international law in responding to the migratory and<br \/>\nrefugee flows in order to assure that human dignity is the starting point in<br \/>\nthese responses.<\/p>\n<p>As a legal fellow working at the<br \/>\nCenter for Justice and International Law and as a member of the human rights<br \/>\nmovement, we must continue to raise our voices, depoliticize the discussions<br \/>\nregarding migrant and refugee flows, understanding that human rights violations<br \/>\ndo not discriminate between ideologies on the left or the right. It is<br \/>\nimperative that we distance ourselves from discourses that divide us, to assume<br \/>\nthat a collective responsibility before these crises, which is inherently ours,<br \/>\nand share it with all other stakeholders and to which we must respond with<br \/>\nsolidarity and with a human rights centered approach.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Click:wholesale pool chlorine tablets Source: IOM Migration trends.
