\nevery football championship around the world in which contenders
\ncompete for a
\ntitle,
\nmany regional and international powers have entered the \u201cSyrian
\nplayground\u201d and
\nthe title in this case is
\ncalled
\n\u201cleverage
\nin Syria\u201d. the United States and the Russian Federation have been
\nthe main players, however,
\nFrance,
\nChina, Iran, Turkey, Saudi Arabia, Qatar and Israel all
\ncompete for roles commensurate with the size of their influence
\nwithin Syria.<\/i><\/p>\n
It
\nseems that the Russian Federation is settling things in its favor and
\nis preparing for the future of Syria as a whole: from writing the
\nconstitution to solving the refugee issue, as
\nwell as the
\nreconstruction of the country.<\/p>\n
This
\ncompetition is taking into account the concerns of Washington, Tel
\nAviv and Riyadh in terms of removing Iran from Syria, or reducing its
\nrole at the very least.<\/p>\n
After
\n12 Russian Vetos, five of which were bilateral with China, The United
\nStates of America is now convinced that Putin will not give up on
\nSyria; he will not accept that
\nother
\npowers circumvent his victory, either through humanitarian
\nresolutions, as in Libya in
\n2011
\nor through
\nclaims of
\nnon-conventional weapons as had happened in Iraq in
\n2003.<\/p>\n
Consequently,
\nUS President Donald Trump has announced the imminence of his troops\u2019
\nwithdrawal from Syria after accomplishing
\ntheir mission of eliminating the militants of the "Islamic
\nState", and recently linked it to Iran's exit from Syria.<\/p>\n
The
\nAmerican announcement suggests a desire for a proposal from the
\nplayers
\nin the Syrian
\nwar, especially Turkey and Saudi Arabia.<\/p>\n
Ankara
\nis the most enthusiastic supporter of nipping the Kurdish project in
\nthe bud, a project that was first declared as self-administration in
\nearly 2014 and later as a federal project for northern Syria in late
\n2016.<\/p>\n
Turkey
\nconducted
\ntwo operations in Syria, the first under the name of the "Euphrates
\nShield" culminating in taking control of Jarablous, Azzaz and
\nBab, and followed by operation "olive branch" earlier this
\nyear. Through these operations, Turkey was able to control the
\n\u200b\u200bAfrin
\nregion, ending the project of Northern Syria Federation which
\nincluded, in addition to Afrin, the Euphrates region (Kobani and Tel
\nAbyad) and Al-Jazeera region, forcing it to settle in the eastern
\nEuphrates River (American influence area) as there was a
\nRussian-American understanding that prevented Moscow\u2019s
\nallies from crossing to the eastern bank of the Euphrates River
\nexcept in
\nBoukamal and Mayadeen. <\/p>\n
In
\naddition to
\nthat there is
\nthe
\nmilitary
\nand security presence of the Syrian government in Qamishli and
\nHasakah, in exchange for Russia's approval for the US allies to
\ncontrol the city of Tabqa with its strategic dam and military
\nairport, as well as the city of Manbij.<\/p>\n
The
\nRussian Federation is trying to maintain a good level of relations
\nwith Saudi Arabia because of its great economic and influential
\nreligious weight, bearing in mind that Muslims constitute the
\nmajority of 7 republics within the Russian Federation. Moscow's
\nsupport for Security Council resolutions in favor of Saudi-led Arab
\nCoalition in Yemen, clearly demonstrates
\nthe strong relationship between them.<\/p>\n
Saudi
\nArabia's strong man, Mohammed bin Salman, has acknowledged that Syria
\nis within Russian influence and that President Bashar al-Assad's
\nregime must be strong in countering Iran's growing influence in
\nSyria. He clearly stated: \u201cI believe Bashar is staying for now. And
\nSyria has been part of the Russian influence in the Middle East for a
\nvery long time (\u2026)
\nit would be better
\nfor Russia
\nto have direct strength and to
\nempower Bashar…these interests could reduce the Iranian influence
\nsignificantly\u201d.<\/p>\n
Israeli
\nPrime Minister Benjamin Netanyahu is coordinating with the
\nRussian
\nPresident Vladimir Putin in the smallest details, acknowledging the
\nRussian role in Syria and the survival of Assad. But he demands
\nremoving Iran from the equation of the Syrian solution, and his
\ndefense minister Avigdor Lieberman expressed this clearly when he
\nsent a message to Assad from the occupied Syrian Golan Heights:
\n\u201cGet rid of the Iranians, get rid of Qassem Soleimani and the Al
\nQuds
\nforce, they are not helping you, they are only harming…Get rid of
\nthe Iranians and we can, perhaps, change our mode of life here\u201d.<\/p>\n
Israel
\nhas accused Iran of firing rockets from Syria towards the occupied
\nGolan Heights in a precedent of its kind, which has increased the
\ndetermination of Tel Aviv to remove Tehran from areas adjacent to its
\nborder with Syria. This is what really happened when the Syrian army
\ndeployed along the border with the deployment of the Russian military
\npolice, and led to the removal of all the presence of militias close
\nto Iran.<\/p>\n
There
\nwere peer-to-peer relations between Syria and Tehran
\nunder former Syrian President Hafez al-Assad in a manner that does
\nnot contradict the Arab consensus where Syria was the most important
\nside of the Arabic triangle alongside
\nSaudi Arabia and Egypt.<\/p>\n
It
\nis different under Bashar al-Assad; starting with the Iraq war, as
\nwell as the international pressure that followed the assassination of
\nformer Lebanese prime minister Rafik Al-Hariri in early 2005 and also
\nthe July 2006 war between Israel and Hezbollah.<\/p>\n
The
\nsituation differs significantly during the Syrian war, which broke
\nout in 2011. It resulted in
\nthe same situation experienced by the two countries in facing the
\nrisk of disappearing in the midst of the so-called Arab Spring.<\/p>\n
\nIt
\nis clear that there is consensus among the parties to the Syrian
\nconflict to end or reduce the growing role of Iran in Syria, and the
\nbiggest burden, in this case, will be on the Syrian government, which
\nmust find a way out of this crisis, and find a formula to maintain
\nits strategic ally without letting it have the power to upset
\nothers.<\/p>\n
A
\nreturn to the model of the Assad senior relationship with Tehran may
\nbe the best way to reach a political solution that is acceptable
