The EU will be represented by \u0160tefan F\u00fcle, the European commissioner for enlargement and neighbourhood policy, and J\u00e1nos Martonyi, foreign minister of Hungary, the current holder of the rotating presidency of the EU\u2019s Council of Ministers. <\/p>\n<p>On Friday (8 April), F\u00fcle and Jos\u00e9 Manuel Barroso, the Commission president,, went to Zagreb, Croatia\u2019s capital, to hold talks with Kosor and the government. Barroso told parliamentarians there that the negotiations are now \u201creaching the final phase\u201d and that their conclusion is \u201cwithin reach\u201d. \u201cI am confident that my talks here today will help to provide extra momentum for the final efforts that still need to be done,\u201d he said. He underlined, however, that \u201cconcrete, convincing and sustainable results\u201d were required on judicial reform and the fight against corruption. <\/p>\n<p><H3>Election challenge <\/H3><\/p>\n<p>As the number of open chapters dwindles, the government can devote greater resources to those remaining open, a diplomat told European Voice. Kosor is personally co-ordinating the membership bid, and her political fortunes are closely linked to its success. Her centre-right Croatian Democratic Union (HDZ) faces a tough challenge in a general election that is expected to take place before the end of the year. <\/p>\n<p>Croatia will hold a referendum on joining the EU within a month of the accession treaty being signed. While few political parties are openly Eurosceptic, the opposition Social Democrats have accused the government of focusing too much on meeting EU demands in the midst of a sharp economic downturn. <\/p>\n<p>Another aspect of Croatia\u2019s bid to join the EU will reach some sort of conclusion tomorrow (15 April), when the International Criminal Tribunal for the former Yugoslavia (ICTY) in The Hague is scheduled to issue its verdict in a war-crimes case against three Croatian generals. The most prominent of the accused is Ante Gotovina, whose flight led to months of delay in starting Croatia\u2019s membership talks.
